Job Description
Scope of Work: Operations Manager (OM) Spinifex Foundation SA Limited Location: South Australia Contract Type: Part Time, 20 hours per week, 24-month contract with potential for renewal based on performance and funding. Objective: The objective of this contract is to provide Operations Manager (OM) services to the Spinifex Foundation, transforming it from concept to a fully operational entity. This will involve strategic, operational, and administrative management to establish all foundational elements of the organisation, based on the outcomes of an extensive community engagement process.
Scope of Work: The following scope of work is to be closely undertaken and completed with the Spinifex CEO.
1. Strategic Leadership and Development: ● Develop and implement a strategic plan that transitions the Spinifex Foundation from idea to
reality. ● Lead the establishment of the foundation’s vision, mission, and values, ensuring alignment across
all operations and initiatives.
2. Foundation Establishment: ● Oversee the development and implementation of governance structures, policies, and procedures
that ensure transparency, inclusivity, and efficient decision-making, based on extensive community engagement.
● Develop and implement an organisational framework, including human resources, financial management, and administrative systems.
● Ensure that all foundational elements reflect the needs and insights gathered from community consultations.
3. Stakeholder Engagement and Relationship Building:
● Cultivate and manage relationships with key stakeholders, including community partners, donors,
and industry organisations. ● Foster strong community engagement through the development and execution of culturally
sensitive programs and initiatives.
4. Program Development and Delivery: ● Lead the creation and delivery of programs that are aligned with the foundation’s mission and
goals. Ensure that programs are community-centered and effectively address the needs of the Aboriginal community.
5. Financial Management and Sustainability: ● Develop and manage the annual budget, including an initial granting budget of approximately
$1M every two years, with goals to increase funding. ● Oversee financial planning, budgeting, and reporting to ensure the foundation's financial health
and sustainability.
6. Reporting and Evaluation: ● Develop and maintain a comprehensive reporting and evaluation framework in collaboration with
the Core Group. ● Monitor and report on the performance of programs and initiatives, ensuring continuous
improvement and impact measurement.
7. Executive and Administrative Support to the CEO: ● Manage the CEO’s calendar, coordinate travel arrangements, and handle complex scheduling with
attention to detail and efficiency. ● Effectively manage correspondence and communications, ensuring accuracy and timeliness in a
professional setting. ● Support the CEO in preparing and distributing meeting materials such as agendas and minutes,
and manage documentation with a high level of precision and professionalism. ● Conduct comprehensive research and synthesise information to support decision-making and
strategic planning.
Deliverables: 1. A comprehensive strategic plan. 2. Established governance structures, policies, and procedures.
3. A functional organisational framework, including human resources, financial management, and
administrative systems. 4. Developed community-centered programs. 5. Developed systems to produce annual budget and financial reports. 6. A simple evaluation framework. 7. Effective executive and administrative support to the CEO.
Individual Expertise Required To Undertake SoW : Operational and Organisational Skills:
● Demonstrated ability to establish and manage organisational operations, including workflow optimisation, process improvements, and resource management.
● Proven track record of effectively managing administrative functions and supporting senior executives.
Strategic Planning and Execution: ● Experience in strategic planning and the implementation of strategic initiatives. ● Ability to align operational activities with strategic goals and objectives.
Stakeholder and Community Engagement: ● Proven ability to manage and engage stakeholders, fostering strong relationships and
collaboration. ● Experience in developing and executing community engagement strategies.
Financial Acumen: ● Strong financial management skills, including budgeting, financial planning, and reporting. ● Experience managing significant budgets and ensuring financial sustainability.
Communication and Interpersonal Skills: ● Exceptional written and verbal communication skills, with the ability to draft reports,
presentations, and correspondence. ● Ability to maintain professionalism and discretion in handling sensitive information.
Process Improvement and Efficiency: ● Demonstrated ability to identify, recommend, and implement process improvements that increase
efficiency and enhance organisational effectiveness.
● Innovative thinker with a track record of proposing and integrating solutions that streamline
operations.
